in my office we are able to scan a document and it automatically sent to to
our computers in PDF. we recently got a new printer and it scans documents as
Tif documents. i need to have it in PDF. Is there a way to set my setting in
OUtlook for them to saved in pdf or is that a printer problem.

Not an Outlook issue.

Check the documentation for the scanner to see if you can select .pdf
when saving to file.

Or get a "PDF printer driver" (Google on it) to install a printer driver
that converts whatever is printed through it to a .pdf file. Then open
the TIF file (with whatever viewer or editor you like) and print it
using the PDF printer. I use PDFCreator (http://www.pdfforge.org/).
